What is happening?
During 2022, three different companies have proposed CO2 pipelines to run through portions of Iowa. These out of state companies have said they will work with landowners for “voluntary” easements, but have applied to use eminent domain for unwilling participants. Per Iowa law, pipeline manufacturers are required to notify landowners by certified mail of meetings for the proposed pipeline. Hundreds of landowners have said that they did not receive any correspondence about the meetings.

Call to Action
The permits for these pipelines are approved exclusively by the Iowa Utilities Board. The biggest thing you can do to get your voice heard is submit an objection on their website. You can do this by clicking this link and following these steps:
- Fill out your personal information
- On the list of IUB dockets, highlight “HLP-2022-0002 (Wolf Carbon Solutions US LLC, Hazardous Liquid Pipeline)”
- In the submission type drop down, select “objection”
- Type any specific concerns you have in the comments section
- Check the box to confirm you are not a robot and submit the form

Safety Standards
The proposed pipelines have very outdated federal regulations. The Pipeline and Hazardous Materials Safety Administration (PHMSA) is in the process of updating safety standards for carbon dioxide hazardous transportation, but has not yet completed them. If the pipelines get approved prior to new regulations, the regulations may not have to be applied to the pipeline. Story County passed a carbon pipeline safety ordinance to enact some more strict regulations on the proposed pipelines, and has subsequently been sued by Summit Carbon Solutions.
